Summary of the JPPC Accountability Document Development Process
The Ministry of Health and Long-Term Care and Ontario hospitals began working collaboratively through the JPPC in 2003 to develop an accountability agreement for Ontario hospitals.
Over 100 representatives from hospitals, the Ontario Hospital Association (OHA) and
the Ministry were involved in one or more JPPC Multi-Year
Funding committees and work groups that produced the first
agreement. An Executive Committee made up of the Chairs of these groups provided oversight and leadership to the project.
An early product of the development process was the JPPC’s
Hospital Accountability Agreement Framework. The Framework gives the content and structure for an accountability relationship between hospitals and the Ministry of Health and Long-Term Care.
It was supplemented by a companion
Key Features document
published in June 2004.
In January 2005, the JPPC released a draft Policy Statement on Accountability based on extensive input from hospital leaders and Ministry officials. This document was subsequently revised to reflect additional feedback from participants at the JPPC regional sessions
in Toronto, Ottawa and Sudbury, as well as Ministry and
Hospital leaders active on key JPPC committees and work groups.
The later iteration of the
Policy Statement on Accountability identifies the principles for a mutual accountability relationship, sets out areas for collaboration and outlines the roles and responsibilities of hospitals
and the Ministry.
In June 2005, the JPPC organized regional sessions in
London,
Sault Ste Marie,
Kingston and
Toronto to orient healthcare leaders to the
first collaboratively developed Hospital Accountability Agreement (HAA) documents, as well as the hospital planning and negotiation process for 2005/06. A comprehensive package of materials was distributed at the sessions and via email. To view these documents, click on the links below.

Hospital Accountability Agreement Documents and Process.
This document was designed to assist hospital board members,
Ministry staff and others to better understand the new
accountability agreement and related planning and negotiation
processes.
The final accountability documents for use in
2005/06 and
2006/07 were finalized in August and released to the field on September 9, 2005,
with an additional iteration and supporting documents published
in December of that year. To view these

The JPPC continued to work collaboratively with the Ministry and
LHINs on the template 2007/08 Hospital Accountability Agreement.

The JPPC also produced a revised
Policy Statement on Ministry-Hospital Accountability
Agreements (Nov 2006) as well as a document outlining the
Lessons Learned from the Development and Implementation of
2005/06 and 2006/07 HAA. Both resources were
referenced in a
webcast
held on June 19, 2006 to launch the 2007/08 accountability
process.
As in previous years, the JPPC provided recommendations on
hospital accountability indicators for 2007/08. These were
released to the field in the form of a
technical report (with supplementary
Excel tool
to facilitate the calculation of Readmissions and
other key indicators), complemented by
presentations at nine regional
sessions across Ontario.

In early 2007, the JPPC began collaborating
with the Ministry and the 14 LHINs on the redevelopment of
hospital service accountability agreement (H-SAA) and
related indicators of performance for 2008-10 to ensure
consistency with emerging policy, planning and legislative
requirements in
Eleven
virtual teams were set up under the auspices of the
JPPC Accountability Committee to review
and recommend indicators of performance for use in the
agreements and hospital annual planning submissions (HAPS).
Their recommended indicators were accepted by the LHINs and
included in the
2008-10 HAPS Guidelines released in June 2007.
Since then, the JPPC has been working with the
LHINs and the OHA to educate the field about the HAPS/H-SAA
indicators through an e-learning series featuring
webinars, presentation materials, tools and technical documents.

On January 16, 2008, the
OHA and the LHINs released the template 2008-10 H-SAA Agreement and Schedules
following months of intensive negotiations.
A
webcast
co-hosted by the OHA and the LHINs to review the key elements of the new template H-SAA
